Delta forms because of the difference in the concentration of salt in between river and sea/ocean which changes the solubility of mud particles in the river water and causes sublimation of mud which forms the delta. Believe me, I know 'cause I live on the largest one in the world! And the formation of delta has actually little effect on whether the water is still or running.
