The way I understand it is - it's the bottom layer of skin, in plants it controls the flow of water, as the walls of the plant are made up of waxy waterproof substances it produces a waterproof seal, therfore only allowing the plant to receive water from its roots. So yes, it's true!True or false? the endodermis forms a seal that contorls the flow of water?
