how can the form or poomse be different?
that cant change, like in shotokan, the kata are never different

not only are there completely different forms... sometimes master will change and exhisting form as to ';brand'; their students... and there are different styles of TKD... chung do kwon, mu duk kwon.... its a big mess to understand completely.... good luckIs it true that tae kwon do forms are different depending the federation or school you go to?
Yes .Some use the same kata as shotokan others have done patch jobs on japanese kata to make them look more ';korean'; yet others have made up thier own trying to deny any japanese influence .
Shotokan kata have changed slightly over the years.The kata themselves are FUNAKOSHI's version of OKINAWAN kata .The closest you can come to the original OKINAWAN concept is GOJU RYU and even they are altered kata.There are even new kata in the ';traditional'; martial arts that didn't exist before 1940 .
However these new kata and changes were made by men with 40 and 50 years experience in training and were students of the original OKINAWAN masters and fully understood the strategys and fundamentals of a system.
try researching the different poomsae, i know the first three poomsae for ITF (international) are different to the first three for WTF (world) cos the ITF are something like Saju Jirugi and Saju Makgi (white belt) and Chon Ji (white belt yellow tag) but i don't know the first three for WTF
The forms are differents, Hyung pattern set for ITF and affiliated organizations, poomse for WTF (Olympic Style).
The WTF was created later than the ITF. I believe there was political reasons for the creation of the WTF due to the situation in Korea at the time.

The traditional forms are long and repetitive and are hard for children to learn so some schools have changed them. Some school are into sport TKD and these use different forms as well. The basics are the same ,but the devil is in the details and what is left out.
